Tenant in our city centre, high spec apartment has requested permission to ft a safety chain, at their expense, to prevent a young child opening the door. Permission was given on proviso that it was professionally fitted and initially the tenant agreed to bear the cost.. The tenant now says that they 'do not feel safe' and that is the landlords responsibility to fit the chain.
It is a first floor flat, there is an entry-phone system, secure apartment door locks and an individual alarm system. The safety aspect is not from intrusion, but that a young child may 'escape'.
