Very good points about debt being passed over and taking meter readings Tim. I'm unsure it would have much of a deterring factor to be honest. At least if tenants pay as they go they can monitor their spend, whereas a normal meter doesn't limit you and it could potentially lead to large bills. I definitely don't think the type of gas meter is something tenants read too much into but i could be wrong on that.
